কেন্দ্রের 2019-2020 অন্তর্বর্তী বাজেটে ভারপ্রাপ্ত অর্থমন্ত্রী পীযূষ গোয়েল জানান, ছোট এবং প্রান্তিক কৃষকের অ্যাকাউন্টে বছরে ৬০০০ টাকা সরাসরি ট্রান্সফার করা হবে। ছোট এবং প্রান্তিক কৃষককে আর্থিকভাবে সাহায্য করতে চালু হবে ‘প্রধানমন্ত্রী কিষাণ সম্মান নিধি’।

( In the 2019-2020 interim budget, Finance Minister Piyush Goyal said that the small and marginal farmers’ accounts will be transferred directly to the bank accounts of 6000 rupees a year. ‘Pradhan Mantri Kisan Samman Nidhi’ will be launched to help small and marginal farmers financially. )

শুক্রবার কেন্দ্রের পক্ষ থেকে ঘোষিত হল প্রধানমন্ত্রী কিষান সম্মান নিধি প্রকল্প। আশানুরূপভাবে কৃষিক্ষেত্রে একইরকম কল্পতরু মোদী সরকার। ২ হেক্টর পর্যন্ত জমি যাঁদের আছে তাঁদের ৬ হাজার টাকা করে সাহায্য দেওয়া হবে। ঘোষণা করা হয়েছে কেন্দ্রীয় বাজেটে। এই প্রকল্পের নাম দেওয়া হয়েছে, প্রধানমন্ত্রী কৃষক সম্মান বিধি যোজনাতিন কিস্তিতে এই টাকা দেওয়া হবে। যা সরাসরি তাঁদের ব্যাঙ্কের অ্যাকাউন্টে জমা পড়বে। ১২ কোটি কৃষক উপকৃত হবেন ছোট ও প্রান্তিক কৃষকদের জন্য চালু করা এই নতুন যোজনায়। এই খাতে বরাদ্দ হয়েছে ৭০ হাজার কোটি টাকা।

On behalf of the center, the Prime Minister announced the Pradhan Mantri Kisan Samman Nidhi Project. Hopefully the same government of Kalpataru in the field of agriculture is expected. Those who have land up to 2 hectares will be given Tk 6,000. It has been announced in the central budget. This project has been named, Prime Minister Farmer’s Honor Rule Scheme. The money will be given in the installment. Which will be directly credited to their bank account. Twenty-two farmers will be benefitted for this new scheme introduced for small and marginal farmers. This sector has been allocated Tk 70 billion.

Online application process –

PM- KISAN Scheme

With a view to provide income support to all landholding farmers’ families in the country, having cultivable land, the Central Government has implemented a Central Sector Scheme, namely, “Pradhan Mantri KIsan SAmman Nidhi (PM-KISAN)”.

Objective and Benefits-

The scheme aims to supplement the financial needs of all landholding farmers’ families in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income as well as for domestic needs. Under the Scheme an amount of Rs.6000/- per year is released by the Central Government online directly into the bank accounts of the eligible farmers under Direct Benefit Transfer mode, subject to certain exclusions.

Definition of farmer’s family –

A landholder farmer’s family is defined as “a family comprising of husband, wife and minor children who own cultivable land as per land records of the concerned State/UT”. The existing land-ownership system will be used for identification of beneficiaries for calculation of benefit.

Exclusions –

The following categories of beneficiaries of higher economic status shall not be eligible for benefit under the scheme: –

  1. All Institutional Land holders; and
  2. Farmer families in which one or more of its members belong to following categories :
  3. Former and present holders of constitutional posts
  4. Former and present Ministers/ State Ministers and former/present Members of Lok Sabha/ Rajya Sabha/ State Legislative Assemblies/ State Legislative Councils,former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats.
  5. All serving or retired officers and employees of Central/ State Government Ministries /Offices/Departments and its field units Central or State PSEs and Attached offices /Autonomous Institutions under Government as well as regular 3 employees of the Local Bodies (Excluding Multi Tasking Staff / Class IV/Group D employees)
  6. All superannuated/retired pensioners whose monthly pension is Rs.10,000/-or more (Excluding Multi Tasking Staff / Class IV/Group D employees)
  7. All Persons who paid Income Tax in last assessment year.
  8. Professionals like Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with Professional bodies and carrying out profession by undertaking practices.
  9. For the purpose of exclusion State/UT Government can certify the eligibility of the beneficiary based on self declaration by the beneficiaries. In case beneficiary is not available / does not reside in the village, State/UT Governments may consider certification based on the declaration by other adult member of his/her family. In case of incorrect self declaration, beneficiary shall be liable for recovery of transferred financial benefit and other penal actions as per law.

PM Kisan Portal :-

The following farmer attributes need to be entered in the Portal:

Farmer Attributes: (Essential):

State, District, Sub-District/Block, Village, Farmer Name, Type of Identity – Aadhaar Number and in case Aadhaar not available, Aadhaar enrollment number with any other ID proof like Voter ID etc, Gender, Category, IFSC Code, Bank Account Number.

Farmer Attributes (Optional):

Father name, Address, Mobile Number, Date of Birth/Age, Farm-Size in Hectare, Survey Number, Khasra Number 8 Optional attributes such as Mobile number can be utilized for SMS alerts. Other optional attributes may be used for purpose of future requirement. However, these attributes are not essential for purpose of transfer of money.

Modalities for transfer of benefit –

This financial benefit of Rs.6000/- per year is to be released to the eligible farmers in three installments of Rs.2000/- each every 4-month / trimester, i.e. April-July, August-November and December-March.
